Uganda’s Vision 2040 sets out a generational programme of modernisation: a diversified, industrialised and export-led economy with per-capita income of around USD 9,500.
It is the constitutional frame against which every policy decision is measured. The Ten-Fold Growth Strategy is the decisive decade-and-a-half within that horizon, the vehicle that converts the Vision’s ambition into bankable outcomes.

The Partnership Frame
What Vision 2040 means for UK partners.
Vision 2040 is an invitation, not an announcement. It tells UK investors, institutions and capacity partners which doors are open, and for how long. Three lanes are explicit in the Vision and reinforced by the Strategy:
- InvestmentBankable opportunities across energy, minerals, agro-industry and services, prepared with Ugandan counterparts and backed by the Ministry’s reform programme.
- TradeTwo-way flows into Uganda’s EAC and COMESA common-market position, with tariff frameworks and trade-facilitation infrastructure designed to support scale.
- Capacity-BuildingSkills, institutions and knowledge transfer: the human-capital dimension Vision 2040 treats as the first pillar of transformation.
